I'm trying to program ELAM VIA touch panels and they utilize BMP files which are approximately 40 x 30 buttons and approximately 150 Kb. in size. I have the entire list of XM and Sirius radio station icons but I need a free or cheap as possible program which I can use to re-size the height and width, adjust the image size and change from JPEG to Bitmap, etc. to fit the ELAN panels. I know that the image will not be crystal clear and easy to read but I'd like to complete this job anyway. I need the help does anybody have any good suggestions or ideas

IrfanView should do the trick. http://www.irfanview.com/It's freeware and supports batch resizing, including the file format you want the resulting image files saved to.

You have to make sure the bmp's are set to a Horizontal and Vertical resolution of 71dpi. With a bit depth of 8.
I don't think you can load any higher res images without issues. If you need a transparent "elan pink" bmp to start with, I can e-mail one to you.
Typically I'll open the low res "pink" image in mspaint, paste my new image in, resize, and "save as" to keep the low resolution with 8 bit depth.

www.sumopaint.comUses flash to alter the image, and you don't need any software, because its all done on the web. And its free.
